PROJECT: ‘EU for YOU’
DEADLINE: 29/04/2019
DURATION: The intended start date is July 4, 2019 and the period of implementation of the contract will be 18 months from this date (07/2019 – 01/2021)
Qualifications and skills:
- Bachelor’s degree –where a university degree has been awarded upon completion of three years
study – in a university or equivalent institution in European Studies, Communication, Marketing,
Journalism, Social/Political Sciences, Business Administration, or similar; - Fluent in English language (both written and spoken);
- Knowledge of Macedonian and/or Albanian will be considered as asset(s).
General professional experience:
- Minimum five (5) but preferably seven (7) years of post-graduate relevant professional experience in
managing communication and information projects in EU Member States and/or candidate countries
and/or neighbourhood countries (ENP).
Specific professional experience:
- Leadership and team management of minimum two (2) information or communication projects
aimed at general public (EU communication, elections, public awareness campaigns, issue/policy
advocacy, other) over the last 5 years. - Experience with financial management of EU-funded project or familiarity with financial reporting
as per the PraG will be considered as asset.
The key expert should perform his/her duties in the country at the EUIC, unless required otherwise by the
Contracting Authority.
DETAILS OF THE OFFER:
The Team Leader will be responsible for conceptualisation, planning and implementation of all communication and information deliverables (all outputs under the contract) as well as quality control. The Team Leader is to create and ensure team work and synergies between all activities of the EU Delegation and EUIC and EUIPs, and ensure that they are part of an overall concerted programmatic approach. S/he must have good knowledge of the media, public relations market, communication consulting, (political) marketing campaigns and strategic communication. He/she must have sound understanding of government and public institutions, civil society organizations, and a broad knowledge of EU and EU-North Macedonia relations.
S/he will provide guidance to all non-key experts in performance of their duties, and have a decisive role in ensuring efficient use of human resources, smooth daily operation and crisis management. The Team Leader should ensure that the awareness raising campaign are well coordinated with other Info Centre activities.
S/he should be able to work under pressure and in quickly changing information environment. When required, s/he will be expected to perform his/her duties during weekends and public holidays, as well as travel within the country.
